In February, CSG Justice Center staff developed a document that formally outlined the policy recommendations developed from the working group to improve the supervision system, strengthen supervision practices, and modernize supervision funding.
In mid-February, the DOC Commissioner invited the Community Correction Act (CCA) counties and County Probation Officers (CPO) counties to identify five representatives from each system to implement the first policy option: define the attributes and requirements of an effective supervision system, including how the state and counties can achieve that system together, balancing local control with state support and collaboration. On February 24, CSG Justice Center staff joined this group designed to develop a base level of services for probation across Minnesota. Through administrative action, the recommendations developed from this group are expected to extend the work of the current technical assistance project in Minnesota.
New Insights:
On February 22, Commissioner presented the DOC’s proposed budget to the Senate Judiciary and Public Safety Finance and Policy Committee. CSG Justice Center staff attended the virtual hearing, where senators voiced concerns about the proposed cuts to the counties and urged Commissioner to find ways to hold the counties harmless. The Commissioner assured the committee that he would meet with the counties to further discuss their concerns and look for ways to hold them harmless.
Since the start of the Minnesota legislative session in January 2021, it was assumed that lawmakers would have to address a $1.3 billion shortfall in the new two-year budget. On February 26, the Department of Minnesota Management and Budget projected instead that a $1.6 billion surplus would accumulate by July 2023. It is unclear whether this surplus will stave off the proposed cuts to community supervision and county funding. In fact, the governor is expected to release a revised budget restoring cuts to community supervision around March 20.
