NCPCV will do the following:
4.1 Outreach Plan:
Develop and submit an outreach plan, a proposed agency agreement, and other relevant
materials for proposed law enforcement pilot agencies to IIR for review and approval.
4.2 Selection of Pilot Sites:
From the outreach effort, identify up to eight possible law enforcement agencies interested in
participating in the pilot. IIR will review and approve five pilot agencies.
• NCPCV will extend the pilot opportunity to five law enforcement agencies who agree to
pilot the app. Agencies should represent various sizes and geographic locations.
• NCPCV will host a kick-off meeting with each pilot site. An IIR representative will be
included in the event for each site.
o Agendas will be reviewed and approved by IIR.
4.2 Implementation Plan:
NCPCV will develop and submit to IIR a proposed implementation plan for each site to
include the customized aspects of the app for each pilot site.
• Each plan shall include a written agency agreement with the pilot site, a timeline for
agency roll-out, and major tasks. Each major task should include an IIR review.
• Customization areas may include but are not limited to a list of available clinicians; the
scope of peer support networks; and other areas, as necessary.
• NCPCV will provide pilot sites with free access of wellness resources via the app for the
duration of the pilot phase, which is 12 months.
o NCPCV will train each site on how to use the app.
4.3 Assessment Plan:
NCPCV will develop a pilot assessment tool and conduct assessment(s) of the pilot sites to
examine the benefits to the department in the area of health and wellness. The tool and
assessment plan will be reviewed and approved by IIR.
• The assessment should have touch points at 90 days, six months, and nine months into
the implementation at a pilot site.
o NCPCV will write a formal report to document the findings of the assessments
conducted with each of the pilot sites and will submit the report to IIR.

o NCPCV will work with each pilot site to create individual sustainability plans that are
unique to their department and will include it as part of the assessment report.
• Timeline:
o Outreach plan materials should be submitted to IIR within 30 days of the first
advisory board meeting.
o Within the first 90 days of the pilot site approval, the implementation plans will be
submitted to IIR. The duration of the pilot for departments to use the app will be 12
months, but no longer than the end date of the subaward agreement.
