In June, CSG Justice Center staff continued extensive planning, coordination, and communication internally, with project partners, and with members of the project’s national steering committee. In a series of conversations with BJA, CSG Justice Center staff started to develop specific plans for Phases II and III of the project, given the results of the work on the data scan and metrics development efforts so far. CSG Justice Center staff continued to work closely with staff from Recidiviz to advance the “state data” component of the project, including (a) ensuring that the publicly available, aggregate-level data being compiled adhered to the agreed-upon framework and (b) reviewing and confirming Recidiviz’s findings on correctional and jails data in all 50 states. CSG Justice Center staff also continued working with staff from Recidiviz and state corrections and supervision directors to preview their state’s data and provide feedback before the corrections component of the data scan is made public. Three states responded to outreach regarding their corrections and supervision data. CSG Justice Center staff developed a series of promotional materials to be used internally and distributed to steering committee members and project partners once the data scan site is publicly released. CSG Justice Center staff worked closely with project partner Measures for Justice (MFJ) to develop a survey for each subcommittee that will give subcommittee members the opportunity to categorize and rank the draft metrics by their importance for policymakers, agency leaders, and the public. The results of the surveys will inform the discussions that will take place in the second set of subcommittee meetings, which have been scheduled to take place in July. Lastly, CSG Justice Center staff conducted a series of conversations with internal and external stakeholders in the victims and behavioral health space to think about metrics development and issues that cut across the work of all seven subcommittees.
New Insights:
In conjunction with BJA, CSG Justice Center staff spent considerable time working to better define the audience and scope of Justice Counts, especially Phases II and III. Internal and external discussions confirmed that policymakers continue to be the primary audience for the Justice Counts metrics, though more discussion is necessary to determine the best way to ensure that metrics are effectively used by those policymakers. CSG Justice Center staff are fleshing out a strategy for a national campaign and technical assistance to encourage state and local policymakers and agency leaders to enthusiastically participate. Additionally, subcommittee members gave overwhelmingly positive responses to the satisfaction surveys that were distributed after the first round of subcommittee meetings, providing assurance that the work of the subcommittees is valuable.
