There has been a hold on the funds due to a prior Nevada DCFS office's inadequate audit of use of prior grant funds. Nevada requested partial drawdown for some projects, and Ania Dobrzanska had to get approval so DCFS was still waiting on that in October. Nevada did expend their own funds to develop the PREA educational materials which included two brochures, one for youth, one for families/public and one PREA poster as well as a staff wallet card with first responder steps. They also started the electronic case management upgrade with Tyler Technologies and are still working on it. Nevada stated they would not have expended the money if they had known the funds would not be released and they are hoping this is cleared up soon. It was indicated that the Office of Audit, Assessment, and Management (OAAM) was still working on the request. The OAAM authorized the partial release of $36,407.68 in funds in November.
The NV DCFS continued work despite this delay. They got a contract for validation of a juvenile screening tool that will run from 1/21/21-6/30/22. They released an RFP for a girls?' health screening and created a committee that will examine RFPs as they come in, ensuring that it moves forward quickly.Nevada?'s electronic case management (Tyler Technologies) provider is embedding PREA risk assessment information into their system. Nevada continues to work with Tyler Technologies to complete this work. Nevada DCFS continues to create and print youth educational materials and have plans for internal audits, though COVID has impacted how many (and who) can be inside juvenile facilities in NV. The agency worked diligently despite the funds release delay to do what was indicated in their implementation plan and have been responsive to all coach requests or inquiries.
