DC DYRS continued to face implementation delays as a result of internal fiscal issues. The PREA Coordinator and grant point of contact Nancy Fisher were not able to access funds until October 1, 2020, the start of DC?'s fiscal year. This was due to DC?'s inability to recognize the grant funds in the previous fiscal year since the funds had not been part of the approved budget for the previous fiscal year. Unfortunately, October 1st was not the end of the challenges. Ms. Fisher reported that she then had to wait for the fiscal department to assign codes to the grant funds, which was still not complete by early November. The JDI coach reached out to the fiscal POC, noting that these delays were having a significant impact on project implementation and the coach was notified that this would be resolved by early December, which it was. Ms. Fisher is now submitting purchase orders for approval before she is able to spend funds. Despite these delays, once the purchase orders are approved, Ms. Fisher is poised to purchase the proposed Structured Psychotherapy for Adolescents Responding to Chronic Stress (SPARCS) counseling curriculum training materials and to complete the proposed printing of resident education materials. Ms. Fisher has begun planning with the trainer and internally at DC DYRS for how to conduct the proposed SPARCS training for staff since in-person convenings are still prohibited. Ms. Fisher has also begun development of the proposed internal audit process which has been assisted by a colleague with evaluation and monitoring experience.
