During this reporting period the coaches initiated contact with the Oregon Criminal Justice Commission (OCJC) to begin coaching activities and to introduce the implementation and time task plans. This grant is unique in that the OCJC is the recipient, but the grant activities will be completed by the Oregon Department of Corrections (ODOC) and the Oregon Youth Authority (OYA) as sub-recipients. Since the project deliverables are unique to each agency, the coaches advised ODOC and OYA to individually develop their implementation and time task plans. Once complete, the plans will be merged for submission to the PMO for review and approval.

Since the initial meeting, the coaches have met individually with ODOC regarding their draft plan and with the team as a whole. ODOC has a team working on the project: PREA Coordinator Ericka Sage, Lindsay Noack, and Chris Arnoux. Ms. Noack and Mr. Arnoux are the primary people working to develop the implementation and time task plans. They have submitted drafts to the coaches for review and feedback and have made significant progress to completing the plan.

OYA activities are managed by PREA Coordinator Lynn Oliver. To date, Ms. Oliver has been consumed by other job tasks and is just turning to the implementation plan. She seems a bit overwhelmed by the task and with the project overall. ODOC staff have generously offered to assist any way they can including allowing Ms. Oliver to use language from their plan when tasks overlap. The coaches have also offered to meet with Ms. Oliver individually.There have not been any barriers to date. Given the differences between the OYA and ODOC teams, it is possible that ODOC will complete their implementation and time task plans in advance of OYA. This is not a significant barrier, but will require them to wait until OYA?'s plan is ready to submit. The coaches are hopeful that with additional assistance to OYA that the delays will not be more than a week or two, and overall will not have a significant impact on project implementation.
