In July, CSG Justice Center staff continued extensive planning, coordination, and communication both internally and with project partners. Discussions focused on further refining plans for the data scan in Phase 1 of the project that will facilitate the collection and distribution of aggregate criminal justice data in all 50 states. CSG Justice Center staff refined the data collection framework and worked closely with a number of project partners to establish operational priorities, assess data availability, and begin creating the necessary technological infrastructure for the data scan. As plans took shape, CSG Justice Center staff held calls with staff from five partner organizations to better understand potential challenges and complications with the data scan in specific areas of the criminal justice system and to ensure that partners were supportive of the planned approach. CSG Justice Center staff also worked to define the role and operations of the Justice Counts national steering committee and discussed potential members of the committee with relevant partners. Finally, CSG Justice Center staff continued to advance communications-related plans and deliverables for the project, including (1) further honing a number of public-facing documents summarizing the Justice Counts Initiative and the data scan; (2) finalizing the logo, color scheme, and associated branding for the initiative; and (3) developing plans for a soft launch of the project in fall 2020.

• 7/1: Call with Executive Director from the National Criminal Justice Association (NCJA) to discuss NCJA’s scope of work for the project and role in the data scan. NCJA has key connections to a number of system stakeholders and has committed to a number of important activities to advance the project.
• 7/2: Call with Senior Court Research Associate with the National Center for State Courts (NCSC) to discuss the data scan being conducted through Justice Counts. Ms. Robinson relayed her experience with court data and expressed some concerns about broad collection of court data from public sources. CSG Justice Center staff committed to further discussions with NCSC to determine how to adjust plans for the data scan to address their concerns.
• 7/8: Call with Executive Director and Product Manager from Recidiviz to plan for the data scan. Discussion included data quality, availability, and format based on CSG Justice Center staff’s experience working with this data.
• 7/9: Call with Product Managerfrom Recidiviz to further plan for the data scan. Discussion included how agencies collect and publish data and how policymakers use this data to drive decision-making.
• 7/10: Call with Director of National Engagement and Field Operations, Director of Innovation Research, and Director of Research Operations from Measures for Justice (MFJ) to provide an update on the data scan and other project activities.
• 7/13: Call with Product Manager from Recidiviz to further plan for the data scan. Discussion included how agencies collect and publish data and how policymakers use this data to drive decision-making.
• 7/14: Call with Product Manager from Recidiviz to further plan for the data scan. Discussion included the policymaking process in most states and how data collected through the data scan may be packaged and released to better facilitate this process.
• 7/15: Call with Research Director and Senior Court Research Associate with NCSC to further discuss the data scan. CSG Justice Center staff worked with NCSC staff to understand the nature and extent of concerns from court stakeholders regarding using certain data collection techniques. NCSC also stressed the need for transparency in the data scan methodology. CSG Justice Center staff committed to addressing those concerns.
• 7/16: Call with Product and Operations Director and Product Manager from Recidiviz to plan for the data scan. Discussion included data quality, availability, and format based on CSG Justice Center staff’s experience working with this data.
• 7/20: Call with Product Manager from Recidiviz to discuss detailed plans for the operation of the data scan.
• 7/22: Call with Product Manager from Recidiviz to further discuss detailed plans for the operation of the data scan.
• 7/23: Call with Product Manager from Recidiviz to further discuss detailed plans for the operation of the data scan.
• 7/24: Call with Undersecretary for Criminal Justice Policy and Planning, State of Connecticut and Lead Planning Analyst, Office of Policy and Management, State of Connecticut to discuss their work collecting, linking, and publishing criminal justice data from multiple sectors of the system. Staff in Connecticut routinely collect data from across the system and compile reports for policymakers and leaders in all three branches of state government.
• 7/27: Call with Consultant and Director of Grants with the National Sheriffs Association (NSA) to discuss the data scan and NSA’s scope of work for the project. NSA provided insight and guidance into data collection and reporting for jails and offered to assist in connecting with NSA members to provide data.
• 7/27: Call with Director of National Engagement and Field Operations, Director of Innovation Research, and Director of Research Operations from MFJ to learn about their work collecting and assessing court data in a number of states.
• 7/29: Call with Product Manager from Recidiviz to discuss detailed plans for the operation of the data scan.
