This training initially was developed for the Ohio-N PSN site who was experiencing issues with victim and witness intimidation. This training provided law enforcement with an overview of victim-witness intimidation and provide a victim-centered approach to interviewing and responding to witnesses. Through conversation with other sites, hearing their issues with victim/witness intimidation, NCVC decided to conduct a national training on Trauma-Informed Law Enforcement Strategies for Combating Victim, Witness, and Community Intimidation and Retaliation.
Across the country, various local and state jurisdictions are seeking training and technical assistance to inform their policies and approaches for engaging with victims, witnesses, and communities experiencing intimidation and retaliation. Although many resources exist addressing these issues, very few are tailored to the needs and objectives of PSN audiences. As part of an effort to provide practical law enforcement training and guidance on victim intimidation and retaliation, the National Center for Victims of Crime hosted a webinar on trauma-informed law enforcement strategies for combating victim, witness, and community intimidation and retaliation in August 2020. This webinar is part of a series of training and best practices resources that are intended to provide a deeper understanding of the dynamics of victim intimidation and retaliation and the effects if can have on a community. The webinar had 187 registrants, and featured four speakers with significant victim engagement expertise, and decades of law enforcement experience with cases involving intimidation and retaliation.
Webinar attendees received access to an in-depth PowerPoint and webinar recording providing: (1) practical strategies to consider in responding to victim, witness, and community-wide intimidation and retaliation in federal investigations, (2) tactics for forming strong relationships between federal and local law enforcement on joint investigations involving intimidation and retaliation, and (3) prosecutorial strategies for trauma-informed responses to victim, witness and community intimidation and retaliation.
