NCJA reached out to BJA and have been awarded some limited funding to initiate the project under our Byrne JAG Strategic Planning Training and Technical Assistance Program. We’re very excited to be renewing our focus on this project and believe that there is some invaluable information contained within the PMT that may benefit SAAs in planning, benefit local subrecipients as they are able to see how their programs compare/contrast with their peers across each state, benefit BJA in creating a user friendly way to view PMT data across states, and benefit NCJA in identifying new and emerging TTA needs or trends in Byrne JAG investment strategies.
Our project concept, as proposed to BJA, includes the following:
NCJA will partner with up to three SAAs to identify methods and technology that will enable SAAs to readily access Performance Management Tool (PMT) data, seeking a technology partner to assist with the development of replicable tools. The PMT data is required of all BJA grantees as well as several other federal partners including Office for Victims of Crime VOCA grants. This data is consistent across all states and territories, but very few SAAs have found ways to meaningfully use this data to drive decision making, evaluate programs or identify priorities for strategic planning. Finding ways to use this data in a meaningful way to assess state needs, identify successful outcomes and carefully plan for the allocation of limited grant resources will benefit public safety in many ways; informative to SAAs as they develop their statewide comprehensive strategic plan for the Byrne JAG program and illustrative of proven programs for replication or expansion. This pilot project will develop technology tools that enable SAAs to integrate their existing PMT data into a manageable dashboard of relevant data sets. Both remote and onsite support are anticipated as data is gathered, reviewed and integrated into the new system. As travel restrictions allow, onsite training will be provided to each pilot site once the technology is established and tested.
We are reaching out today to confirm your interest in being part of this pilot project. We understand that many new challenges have emerged over the past year, and that many SAAs have new staff in place, so you may not have the bandwidth to participate. However, we wanted to reach out to you first before opening this opportunity to the larger SAA community. We have confirmed interest with both Tennessee and Maryland and are seeking 1 – 2 more SAAs to join the project.
Time expectations:
We hope to seat a few workgroups, with representatives from each of the participating states, so divide the workload and gather input from various perspectives and end users. We hope to have a workgroup of SAA directors who will meet to discuss larger goals for accessing this data, perhaps across multiple funding streams you manage. The second group will include JAG program managers to determine which data elements might be most helpful to them in planning, allocating funding, and managing subawards within the JAG program. The third workgroup will include two to three subrecipients from each of your states who are the end point data enterers. Ideally these subrecipients will represent projects that are funded from a variety of purpose areas, as the questions vary depending on the type of project and we want to be sure we’ve heard from a variety of people. The last workgroup will be made up of our BJA partners and NCJA staff to look at ways we might utilize this information to further support and emphasize the important work funded with JAG dollars across the country. Each group will likely meet 2 – 3 times over the year. We may also reach out to you for introduction to your SAC staff to determine their data analysis ideas or needs.

NCJA TTA staff reviewed all 2070 PMT fields and highlighted those most applicable to the PMT Project.
First meeting held. Overview of project provided and fields of interest disseminated for review by participating SAAs and staffs. Next Meeting set for February 17, 2021.
