The agency watched CHJ's Specialized Opioid Case Management webinar, where the offer for TA was made. The TTA request has both a QRT element and a peer recovery element, which our BJA policy advisor suggested that CHJ team up with Altarum. Their goal is to understand better-emerging practices or other guidance to help make sure their agency is maximizing their efforts.

8/12/20: CHJ met with the Fort Wayne Police Department and HART their QRT (Quick Response Team). Meeting with the QRT is part of the TA request by Purdue University Fort Wayne Community Research Institute. The QRT is fully operational and running successfully; however, they wanted information on expanding their reach to SUD individuals. Currently, they have a contact rate of 60%of 405to reach others. They also had questions about how other QRT teams established relationships with fire departments and EMS. CHJ sent MOUs from three different grantee sites that have similar demographics as Fort Wayne. In September, CHJ and Altarum's Elizabeth Burden met with Parkview Hospital, a partner with the Fort Wayne HART program. Parkview Hospital works primarily with peer recovery support staff. The agency wants to learn more about using their data points to show the effectiveness of peer recovery and what other agencies are doing. Altarum will provide additional information about qualitative studies on the value/effectiveness of peer support and information about the BJA Peer Recovery Support Services Mentoring Initiative.
CHJ followed up with Rachel Blakeman after meeting with Lutheran Social Services of Indiana. The technical assistance request is for LSSI's family services program which is struggling. Participation from clients is nonexistent and only partly due to the pandemic. They are looking for information on family support groups and the approach other agencies are taking with family support groups.
CHJ, Altarum's Elizabeth Burden, and Lutheran Social Services of Indiana met to discuss their role with Fort Wayne HART. The agency receives referrals for service from the HART team and provides recovery care coordination and therapy. The client can choose one or both of those services, which also includes intensive outpatient case management. They indicated that they do not work directly with peer recovery support. Altarum's recommendation included structuring peer recovery and case management to work together or partner with a recovery community organization. Next steps, CHJ will schedule a call with the project manager Rachel Blakeman, from Purdue University Fort Wayne Community Research Institute to discuss the next steps with this agency.
11/19: Per Altarum, LSSI has little interest in starting any family peer support; they did agree to explore models for hosting a community training for family peers, which I will look into—but it is likely that Parkview will be the better site for this service (if the project wants to do it). LSSI is willing to provide almost any service for families that is therapist-led—and still want to make sure that the individual supports that are their core services are accessible and used post-treatment by overdose survivors that the peer specialists work with.
Before the final group call, Altarum wants to have a conversation with the peer specialists and coordinator to map out the rest of the participant journey—that is, what happens after the initial contact with individuals (both for individuals that enter treatment and those that do not). In short, there are still some gaps, either in the program design. For this portion of the TA, Altarum will reach out directly to Parkview staff.
12/9: Altarum staff phone call with Rachel Blakeman, to (1) update her on the November 9 meeting with frontline staff, (2) update her on Altarum conversations with LSSI, and (3) discuss next steps for TA, if any. Altarum will provide her with notes from November 9 meeting, along with recommendations and resources for addressing family needs through peer support.
