Staff training curriculum at designated sites has been developed with the assistance of JDI but the implementation as scheduled did not occur.
The Administration for Children’s Services (ACS) is credited with policy review and revisions which have been approved by OCFS.
The Commissioner signed-off PREA policies on July 2, 2015. The long-awaited approval is necessary for the training and evaluation components of the project to proceed.
JDI has educated medical providers about the SART function. JDI has been assisting the NYC Special Victims Unit to incorporate the PREA standards. JDI has prepared PREA resource guides for all boroughs.
The Center for Children’s Law and Poverty and Just Detention International have completed their assignments. The balance of funds ($36,000) will be used to convene a PREA-related detention-focused conference for approximately 50 providers
The Administration for Children’s Services will install a surveillance system valued at $120,000.
The Center for Children’s Law and Poverty will provide training for 3 staff members from all secured detention facilities in June. The training focus is to assist the facilities to integrate the PREA standards into existing policies. Six sites will be selected to receive coaching assistance by the CCLP thereafter. All participating sites will be provided 2 toolkits – one on developing PREA compliant policies and procedures and the other on illustrating by example the OCFS policies, procedures and materials.
The Vera Institute has begun to evaluate the OCFS programs. The parties have not yet successfully negotiated a contract for the project funded at $50,000.

OCFS continues to pursue the evaluation of its PREA project by the Vera Institute for which $42,000 has been allotted. The required information for payment has been submitted by the Vera Institute to OCFS. In order to accommodate the payment requested, a GAN was submitted to BJA. Note that Josephine Kamya has replaced PREA Coordinator Allison Campbell who recently retired.
