The Law Enforcement/First Responder Diversion and Referral Mentoring Initiative provides communities interested in starting diversion or referral programs the opportunity to learn from established or innovative programs that have shown success in meeting the treatment needs of individuals with a substance use disorder, and in some cases an overdose. Seven sites have been chosen to act as mentors for newer programs that are trying to establish a first responder diversion program.
During site visits, mentors will provide opportunities for observation and peer-to-peer exchanges, including opportunities to observe the law enforcement/first responder diversion or referral program in action and allowing mentee sites to engage with program personnel. Cumberland County Prosecutor's Office is interested in participating in the mentoring initiative. Cumberland County was matched with Huntington QRT as a mentor and a onsite visit is scheduled for 7/19-7/22, 2022.
CHJ staff and Cumberland Co's team arrived to Huntington, WV on 7/19/22. Both CHJ and Cumberland Co arrived at the Huntington Quick Response Team (QRT) Office where introductions of each respective site took place. Then, there was data review from QRT where both sites got a run-down of their program and how Huntington has decreased the amount of overdoses within the community while reducing stigma around substance use. Both visiting sites then went on a tour of the QRT office & Cabell County EMS HQ. Visiting sites then met with other members of the QRT and heard their perspective of how the program was formed, changes made and lessons learned. Then all sites had a dinner together to discuss what was learned from the first day and how tomorrow's scheduling was going to take place. 7/20/22 a stakeholder meeting took place at the QRT Office. After both sites heard from the various stakeholders, then commenced a Ride-Along with the QRT where both sites met with partners across Huntington, WV. Cumberland Co's team was learning and asking thoughtful questions of each respective partner/provider. Then, both sites went on outreach with the QRT. There were 2 contacts that were made - one of Cumberland Co's peer navigators worked alongside the QRT with assisting an individual who wanted to enroll into a treatment center near by. After the outreach, there was a debrief to answer any questions from today's agenda. 7/21/22 all sites had an overall debrief to go over the site visit. Cumberland Co mentioned they learned so much from this on-site Mentoring visit and the Mentor site was very accommodating.
During a follow-up virtual meeting, Cumberland Co mentioned that from the time of the site visit to now, they have launched their EMS pilot. Mentee stated that they learned and observed a great amount of detail/observation from the site visit.

CHJ and Cumberland County Prosecutor's Office conducted the initial call on February 20 when the site expressed interest in being matched with a mentor site. CHJ paired Cumberland County with Cabell County, West Virginia, on February 27. A conference call between both sites took place on March 25 where it was determined that May 5-7 would be the optimal time for both sites to conduct training. Due to COVID-19, the mentoring initiative has been placed on hold. In the meantime, CHJ arranged staggered conference calls for both sites to meet until travel restrictions are lifted. CHJ plans to switch in-person site visits to virtual site visits so that mentees can continue to take advantage of the benefits of mentorship. Mentor calls with Cabell County took place 3/25, 4/1, 8/20, and 12/3/2020. Cabell County partners other than EMS representative were unable to make any calls.
6/10/21 after talking with the mentee, it was decided another mentor match would be beneficial. An initial call will be set up between Cumberland County and Colerain Township, Ohio.
