The Law Enforcement/First Responder Diversion and Referral Mentoring Initiative provides communities interested in starting diversion and/or referral programs the opportunity to learn from established or innovative programs that have shown success in meeting the treatment needs of individuals with a substance use disorder, and in some cases an overdose. There are seven sites that have been chosen to act as mentors for newer programs that are trying to establish a first responder diversion program.
During site visits, mentors will provide opportunities for observation and peer-to-peer exchanges, including opportunities to observe the law enforcement/first responder diversion or referral program in action and allowing mentee sites to engage with program personnel. The city of Duluth Minnesota is interested in participating in the mentoring initiative.

Milestone Description

CHJ and Duluth's city, Minnesota's police department, conducted the initial call on February 3, 2020, when the site expressed interest in being matched with a mentor site. CHJ matched the city of Duluth with the Seattle LEAD program on February 10, 2020. Due to COVID-19, CHJ arranged staggered conference calls for both sites to meet in place of travel until travel restrictions are lifted. Due to COVID-19, CHJ has switched in-person site visits to virtual site visits so that mentees can continue to take advantage of the benefits of mentorship.
On March 27, 2020, Duluth, MN, and Seattle LEAD's city conducted their first virtual mentoring session for an introduction. A second introductory call took place November 10, 2020 due to a change in staffing. A pre-call questionnaire was submitted to the mentor site to prepare for the initial call. On November 11, CHJ shared Duluth's intake documents with LEAD. Duluth is looking for guidance on the information they are collecting. The next step for the mentoring session is to invite Duluth to one of LEAD's stakeholders' meeting in December. If this were an in-person site visit, the mentee would attend a mentor's stakeholder meeting to gain more insight on what topics to discuss to make their individual program a success. After significant delays due to no responses and scheduling conflicts, another mentee call was no held until July 2, 2021. Significant progress and changes have occurred in Duluth's diversion program. With Duluth, we will examine if this mentee match is still appropriate and whether engagement in the mentoring initiative is still necessary or if this should change to regular TTA.
