In February, per the Harvey Police Department's request, we shared resources and reference materials about various agencies ' MOUs, policies, and procedures. Additionally, we provided electronic references to webinars to further learn more about the five pathways. After Harvey Police Department reviewed the documents, CHJ had a follow-up call in March to discuss the items sent and answer any planning and implementation questions. We've had several monthly virtual conferences with HPD, and beginning in April, CHJ worked with Harvey on their strategic action planning. As of July, we are working with the detective who has initiated an informal diversion plan for HPD. Although Harvey's city is small, we've helped identify their capacity to refer individuals to treatment. The detective coordinates a meeting with all the providers to develop a policy for HPD and service providers. Due to the pandemic and civil unrest, some of the HPD efforts have been thwarted. On July 23, CHJ met with the lead detective from this initiative to discuss community mapping of resources, resulting in a defined service provider list. The goal is to onboard all the providers.
9/17/20: CHJ had an on-site visit with Harvey PD to finalize their strategic plan and developed phase 1 of their diversion outreach plan. The plan details how referrals will be made from HPD to local service providers for individuals with SUDs. YWCA is one of the referral sources; however, the case manager coordinator could not attend the meeting.
11/20: After several attempts, CHJ and the attempted the case manager coordinator from YWCA were able to coordinate a meeting and discuss the YWCA's role in the HPD diversion project. The meeting is scheduled for 12/2.
12/2/20: After the meeting with YWCA, they confirmed their interest in being part of the Harvey Police Department's deflection/diversion program as a referral resource for individuals with a SUD that happen to be commercialized sex workers. This will conclude CHJ's work with the Harvey Police Department as they move forward with implementation.
1/15/21: Action planning was complete and finalizing and they are ready to start program implementation.
