This webinar will focus on current perspectives related to tribal SORNA implementation. The first part of the presentation will focus on the perspective of the federal agency, the Office of Sex Offender Sentencing, Monitoring, Apprehending, Registering, and Tracking (SMART Office), charged with assisting SORNA jurisdictions with implementation. Allison Turkel, Senior Policy Advisor, from the SMART Office, which is located within the Office of Justice Programs, Department of Justice, will provide an update on tribal implementation of SORNA, the challenges the tribes are facing, and discuss the services and resources available to tribes still working on implementing SORNA, as well as those that have established programs.

The second part of the presentation will be an update on the training and technical assistance (TTA) provided to tribal jurisdictions for SORNA implementation by the SMART Office funded TTA provider, the National Criminal Justice Training Center (NCJTC) at Fox Valley Technical College. Jim Warren, Consultant, NCJTC, will discuss the technical assistance offered by NCJTC for SORNA tribes, and will provide insight into issues tribes have faced implementing SORNA and strategies that have worked.

The third part of the presentation will be a case example on the work of a tribal jurisdiction to implement SORNA, and collaborate with state and local jurisdictions. The Menominee Indian Tribe of Wisconsin has been found to have substantially implemented SORNA, and collaborates with local jurisdictions and the State of Wisconsin. Warren Warrington will share experiences with SORNA implementation and state/local collaboration, and offer suggestions for tribes charged with this responsibility.

The fourth part of the presentation will be a case example on the work of state and local jurisdictions to coordinate SORNA implementation with tribal jurisdictions. The State of Colorado was recently found to have substantially implemented SORNA, and continues to work with two local tribes to coordinate SORNA implementation across jurisdictions. Chris Lobanov-Rostovsky, Program Manager, Office of Sex Offender Management in the Colorado Division of Criminal Justice, will share experiences with SORNA implementation and tribal collaboration, and offer suggestions for state and local government personnel charged with this responsibility.

Finally, there will be an opportunity for discussion and question/answer with the presenters as part of the webinar.
