Just a recap of what we discussed today.
• All SAKI kits have been sent for testing, waiting on results of the kits, profiles being uploaded into CODIS.
• There are current kits not part of SAKI, required to be entered into NC's STEM (evidence tracking) system. ~60 cases, but preliminary number. BJA noted that it’s supplanting if we allowed those to be tested under SAKI funds.
• NC law states that all kits should be tested, excluding anonymous kits. DOES include cases where victim doesn't want to move forward with prosecution or where prosecution doesn't want to move forward. But if no crime occurred (determined via investigation) or if kit collected anonymous, doesn't get tested.
• Some cases are being put into ViCAP. Could use SAKI funds to pay for overtime to enter cases. Likely, 80-90% of Greenville’s backlog is eligible for ViCAP entry.
• At one point, Greenville Police Department was understaffed/case load too high, so needed overtime. That isn’t the case now.
• Testing kits is only one objective of SAKI, investigation and prosecution is something else sites should be working on. Could hire a victim advocate, or pay for overtime, for advocate to reach out to victims about these cases.
• Could pay for overtime for an investigator to investigate the hits/cases. CANNOT take someone off of the payroll and just pay them with grant funds, that’s supplanting.
• For cases with no results, can also use funds to test secondary evidence (clothing, bedding, etc.). If there are suspected serial cases, but no forensic hits, could use funds to allow for forensic genealogy.
• Additionally, could use funds for public outreach strategy. Adding a page on Greenville Police Department’s website, developing pamphlets for community outreach. Would need to have any outreach materials approved by BJA prior to disseminating. I’ve attached some brochures and outreach materials from what other sites have developed to this email, and linked some other sites’ websites below.

• Finally, there are a number of upcoming trainings. Each site can send 2 people to each training. The Assembly of Cities in Jacksonville next month (hotel room booking page: https://www.hyatt.com/en-US/group-booking/JAXRJ/G-SAKI/GOVT). SAKITTA is no longer hosting trainings in this calendar year (2019), but in the new calendar year (2020), hosting at least 6-7 trainings including a grantee's meeting. Assume Washington, DC for estimating travel costs.
