As a facility we are in a transitional period and are not quite sure how to move forward. We want our Jail Programs and Services to be stategically designed, and based on proven methods. Becuase of the way our inamtes are housed, treatment delivery is a challenge. There is also some resistance with our correctional staff. We do not currently have the capability to track the data that we need, nor are we sure exactly what to collect.

Sent e-mail to Ms. Ordille on 6.3.13 with the assessment form and asked to set up time for a conference call this week. TA request has two parts: data collection and programming implementation. The Diagnostic Center is going to handle the part of the request for data collection. Call was held with Paul Gawel and Requester on 7.9.13 and this portion has been handed off. For the second portion of the TA request I spoke to Gary Dennis on 7.9.13 and he suggested that I contact CEPP, VERA, or GMU (Faye Taxman) for services to help draft a plan for implementing programming with inmates. Spoke to Becky Rose on 7.16.13 and she stated that we could issue an RFP for this portion of the TA request. Have call scheduled with Requester on 7.18.13 to discuss objectives and deliverables for RFP.

Have one programming room for the main bail area and another room for the housing area. Logistically with other activities it is an issue b/c they don’t have enough space.
We have to find a way to integrate the daily operations and programming without causing problems for the staff. Programs are on a schedule, but haven’t been a lot of staff buy-in procedures for programming. The staff member do not always know who is going to programming. Not sure who is supposed to be in the program and who isn’t. There are communications between staff, and program instructors.
In past inmates have been allowed to choose what program they want to go to. Sometimes staff don’t have buy in to who goes to class. Sometimes inmates don’t get notified until the day of the class that they are approved.
Would like an organized and logical flow for how programming is done for inmates.
Have to have a buy in that staff need to understand that they are not just incarceration….they are now having to provide programming. We have never had to do that before.
There has been a shift in the Sheriff’s office. Incarceration is an opportunity to bring services to inmates and reduce recidivism in community and this is a change in philosophy. However, staff members have been there a long time and this is a big shift in philosophy.
We need to ask the corrections officers for their ideas on what type of sanctions and incentives are appropriate.

Attendance is poor for educations classes; not dynamic and doesn't reflect best practices in education for inmates. Classes currently offered intermittently are:
GED Programming, Math Skills, Adult Basic Ed, Life Skills, ESL, Alternatives to Violence, Certification: safety manager, food handler, Cognitive behavior: thinking for change, planning for change, Parenting, Reproductive education, Yoga/art/creative writing.
Probation dept. just took a look at recidivism and put together a presentation about a lot of people recidivate behind certain areas:
1. Employment/Vocation
2. Financial Literacy
3. Leisure and Recreation
4. Alcohol and Drugs
5. Previous Criminality
There is important programming that needs to happen that isn't happening right now which is:
Pro-social living; substance treatment program; anger programs
Not going to focus on inmates that are low risk or under 90 days. Want to have to have a re-entry packet to have every inmate leave.
Want to build program who most need it to help those people not come back: to help them get back to their families and their communities. Have a program plan based on an assessment with an inmate who is likely to recidivate again. A medium to high risk inmate. Going to use an LSIR to gather this info.
There is no logical defined way that inmates get programming. Want to identify risk and need in the way that they deliver programs to inmates. Want evidenced based programming
They know where to find evidence based programs for substance abuse. But need cutting edge information for education programming.
