In June, CSG Justice Center staff traveled to Oregon once to discuss the Behavioral Health Justice Reinvestment recommendations that are reflected in SB 973, as well as what implementation could involve. In addition to these site visits, CSG Justice Center staff continued to be available to state champions as the legislature considered SB 973 and held calls regarding implementation planning. In late June, SB 973 was passed by the legislature and is expected to be signed by Governor Kate Brown soon.

During the site visit, CSG Justice Center staff held meetings with a range of legislators to provide background on the Behavioral Health Justice Reinvestment recommendations that are reflected in SB 973, as well as attend SB 973’s Public Safety Subcommittee of the Joint Ways and Means Committee hearing. CSG Justice Center staff also held a series of meetings to discuss implementation planning and introduced CSG Justice Center Phase II staff to a range of steering committee members and other crucial stakeholders who will be helpful during implementation.

CSG Justice Center staff held several planning calls with the Oregon Criminal Justice Commission and the Oregon Health Authority on how communities should be notified about the upcoming IMPACTS (Improving People’s Access to Community-Based Treatment, Supports, and Services) grant opportunity enacted in SB 973 and CSG Justice Center technical assistance requirements for implementation, including providing the Phase II request letter for state leaders and naming the IMPACTS oversight committee. CSG Justice Center staff also held a series of calls with criminal justice, health care, and housing leaders from counties that are interesting in submitting IMPACTS grant proposals.

In the next month, CSG Justice Center staff will continue assisting with implementation planning, particularly with the Oregon Criminal Justice Commission and the Oregon Health Authority.
