The SC SAA, SAA staff, CJPA, and CJCC participated in several events in 2017-2018 where information was provided about training and technical assistance options available to states under the SAA TTA Project to help them meet new Byre JAG strategic planning requirements for the FY19 solicitations. (These events were the Institute for Criminal Justice and Public Safety Executives, held December 14-15, 2017; an interview on October 5, 2017 with the SAA about programs funded by Byrne JAG as part of the NCJA biennial study of Byrne JAG expenditures and promising programs; a call with NCJA member SAAs from the southern region on May 9, 2018; a JMI/CJCC networking meeting held June 27, 2018; and on-site strategic planning regional training held July 25-26, 2018 in Ft. Worth, TX).

Direct TTA services began on February 19, 2019, when the NCJA Project Manager spoke by telephone with the SAA in South Carolina to discuss new JAG solicitation requirements and preliminary TTA assessment of need. The Project Manager reviewed identified stakeholders for engagement and the parties discussed new annual evaluation requirements. The SAA was interested in circulating a stakeholder survey to gather input. The Project Manager submitted a pool of sample questions from which the teams could begin developing the survey. In addition, the teams would review the current SC strategic plan to identify gaps and strategies for narrowing the scope of identified priorities.

On March 11, 2019, the NCJA Project Manager provided the SAA with the FY19 BJAG solicitation language/requirements, as well as sample stakeholder survey questions. The teams would discuss the materials and next steps on a call held March 26. On April 11, a conference call was held with the SAA and partners to refine the questionnaire and discuss distribution methods. There was also a discussion about required stakeholders. Organizational partners, SEARCH, would share logic models to help guide SAA with work on performance metrics/outcomes, while NACo would connect SAA with the state's counties association.

Work on the survey began in late April and early May, 2019. NCJA staff built the survey in SurveyMonkey to be distributed to stakeholder groups by the SAA via listservs. The survey was initially to close on May 24, but was extended to May 31, closing with 164 responses from around the state and across all elements of the justice system. NCJA and SEARCH developed a summary report of the findings (see corresponding Deliverable in NTTAC), which was submitted to the SAA for review. The analysis focused on finding consensus around the federal Byrne JAG purpose areas in greatest need of limited funds, determining which initiatives in each purpose area were viewed as most critical to Kansas’s state and local criminal justice systems, and prioritizing initiatives within these priority areas.
