In March, CSG Justice Center staff traveled to Oregon twice to brief legislators on the proposed Behavioral Health Justice Reinvestment legislation related to the final recommendations from the steering committee. CSG Justice Center staff also attended hearings in both the House and Senate Judiciary Committees when the proposed legislation was discussed.
During the first site visit, CSG Justice Center staff met with legislative leadership on the Judiciary Committee, Public Safety Subcommittee of Ways and Means, and Human Services Subcommittee of Ways and Means to provide updates on the proposed legislation that reflects the Oregon Behavioral Health Justice Reinvestment steering committee’s final recommendations. CSG Justice Center staff also met with Oregon Housing and Community Services and the Oregon Health Authority regarding supportive housing financing.
During the second site visit, CSG Justice Center staff were at both the House and Senate Judiciary Committee meetings to brief members on the final recommendations of the steering committee that are reflected in proposed legislation (HB 3281 and SB 973) and continued to meet with legislative leadership on the Judiciary Committee, Public Safety Subcommittee of Ways and Means, and Human Services Subcommittee of Ways and Means to introduce the Oregon Behavioral Health Justice Reinvestment project and proposed grant program.
In addition to these two site visits, CSG Justice Center staff began finalizing impact estimates related to the project’s final recommendations and began discussions regarding what Phase II and implementation of any new policies could entail.
Next month, CSG Justice Center staff will be available to state legislative leadership to answer questions regarding the final recommendations of the steering committee, continue conversations about the possibility of piloting a Coordinated Care Organization’s management of a jail’s health care system, and introduce CSG Justice Center implementation staff to Oregon champions.

In March, final data analyses were conducted on Oregon Health Authority (OHA) data. Medicaid and state hospital data were matched to the criminal justice data that was provided to OHA in December 2018. Research staff reviewed the analysis to incorporate into public presentations and discussions.
Research - Monthly Log:
• 3/4: Renewed honing of estimates of status quo jail, emergency department, and state hospital costs associated with creation of incremental piloting of policy package.
• 3/5: Developed slide collection of key analyses and began detailed methodology documentation.
• 3/7: Corresponded with OHA to tie up loose ends on data presentations.
• 3/12-3/20: Reviewed policy summary document and various tables and graphic visualizations; continued honing of status quo cost estimates and impacts from policy package.
• 3/14-3/27: Began communications with CJC and CSG Justice Center staff regarding potential data-sharing arrangement with CJC pursuant to appropriate sign-off by counties that provided jail data.
• 3/15: Received updated policy costs and incorporated them into overall cost and impact estimates.
• 3/19: Corresponded with OSH to explain state hospital assumptions and intended use of estimates.
• 3/20: Reviewed draft handouts on key findings, recommendations, and impacts.
• 3/28: Sent emails to source counties regarding data-sharing request for arrangement with CJC.
