In February, CSG Justice Center staff traveled to Oregon twice to present and facilitate discussion at the fourth and final steering committee meeting as well as connect with legislative leadership regarding the recommendations of the Behavioral Health Justice Reinvestment Steering Committee.
During the first site visit, CSG Justice Center staff met with legislative leadership on the steering committee, members on the Ways and Means and Judiciary committees, and Republican leadership to provide updates on the recommendations to be discussed at the final steering committee meeting. CSG Justice Center staff also met with Oregon Housing and Community Services regarding housing vouchers and possible financing strategies, recognizing that the cost of supportive housing is more than triple the cost of the other components of the proposed state-run grant program.
The fourth and final steering committee meeting included an overview of the project’s Medicaid and state hospital analysis results from a criminal justice and health data match, as well as an opportunity for members to reach consensus on final recommendations. The steering committee agreed to the outstanding pieces for the state-run grant program that will provide additional community-based resources to improve the lives of people who frequently cycle through the state’s criminal justice and health care systems. Members agreed that the Oregon Criminal Justice Commission and the Oregon Health Authority should jointly oversee the grant committee, requiring all grant proposals to include an assessment and request for supportive housing, and requiring participating jurisdictions to agree to the appropriate data-sharing needs for the project.
During the second site visit, CSG Justice Center staff continued to meet with legislative leadership to provide an update on the final recommendations from the steering committee. CSG Justice Center staff also met with interim leadership at the Legislative Commission on Indian Services to receive guidance on additional tribal nation leadership to reach out to. Lastly, CSG Justice Center staff presented at the Oregon Justice Reinvestment Summit on the Behavioral Health Justice Reinvestment project. The Oregon Justice Reinvestment Summit is hosted by the Oregon Criminal Justice Commission every two years and has over 1,000 attendees.
In addition to these two site visits, CSG Justice Center staff finished the analysis of the results from the criminal justice and health data match to calculate impact estimates.
Next month, CSG Justice Center staff will continue to engage with project champions as state legislative leadership determines when any legislation based on the steering committee recommendations will be considered.

Research division work on the Oregon project consisted of receiving final data analyses from OHA with Medicaid and state hospital data matched to the criminal justice data provided to them in December 2018. Considerable time was spent reviewing the analyses and incorporating them into formats for public presentation and discussion.
