In January, CSG Justice Center staff traveled to New Mexico twice, once to discuss the proposed policy framework with stakeholders and state leadership, and again to present at and facilitate the second Justice Reinvestment Working Group meeting.
The first site visit focused on stakeholder outreach and development of policy options for the state to consider. CSG Justice Center staff met with members of the New Mexico Crime Victim Reparations Commission and separately with members of the New Mexico Legislative Finance Committee to discuss the implications and practicalities of expanding the eligibility requirements for compensation. CSG Justice Center staff also met with the Office of Probation and Parole to discuss current areas of focus for new supervision leadership. Lastly, CSG Justice Center staff met with the Office of Governor Lujan-Grisham to provide an update on the Justice Reinvestment initiative and policy framework and hear more about the criminal justice priority areas for the administration.
During the second site visit, CSG Justice Center staff presented before the Justice Reinvestment Working Group. This presentation summarized findings and offered policy options aimed at reducing crime, supporting victims, strengthening community supervision, and reducing recidivism. In particular, CSG Justice Center staff emphasized the need for New Mexico to invest in a comprehensive set of evidence-based crime prevention and reduction strategies to reduce the state’s high crime rates, while also addressing the state’s growing prison population by reducing revocations from probation and parole, which account for over half of admissions.
Prior to the working group meeting, legislative champions introduced HB342, which included pieces of the Justice Reinvestment policy framework. Legislators preemptively filed the legislation to ensure that the bill was introduced prior to the deadline for introduction but fully expect to refine the policies in the coming weeks. Over the next several weeks, CSG Justice Center staff will continue to engage with members of the working group to refine the policy framework and provide additional technical assistance.

• 1/15/19 – Meeting with New Mexico Gubernatorial Staff to discuss the Justice Reinvestment process, analysis, findings, and policy framework.
• 1/16/19 - Attended the Association of New Mexico Counties Legislative Conference session on HB19 implementation to learn about New Mexico's Centennial Care initiative, observe collaboration between county-prison systems and the New Mexico Department of Health, and continue outreach to key stakeholders.
• 1/16/19 - Meeting with New Mexico Department of Corrections, Regional Probation Manager (Region 1) and newly appointed Director of Probation and Parole to discuss transition into his new role as well as key priority areas for Probation and Parole.
• 1/29 - Meeting with Bernalillo County District Attorney to provide updates on the Justice Reinvestment Initiative and discuss the policy framework.
• 1/30 - Meeting with New Mexico Legislative Council Service to discuss the Justice Reinvestment policy recommendations
• Meeting with Courts, Corrections and Justice Committee Co-Chair to discuss the Justice Reinvestment process, analysis, and policy framework.

• 1/31 - New Mexico Justice Reinvestment Working Group Meeting. Sixteen working group members attended the meeting, and 28 individuals attended the meeting in total. During the meeting CSG Justice staff summarized findings and policy options related to reducing crime and supporting victims of crime, community supervision, and re-incarceration rates. CSG Justice staff also presented a policy framework emphasizing the need to invest in comprehensive research-backed crime prevention and reduction strategies, strategies focused on reducing revocations from probation and parole, and strategies related to repairing victims of violent crime in New Mexico.
Research Monthly Status:
In January, CSG Justice Center research staff focused on data analysis and slide development for the second working group meeting. Research staff also analyzed prison admission and release data from the New Mexico Corrections Department, focusing on the volume of admissions to prison, based on the reason for admission, and length of time spent in prison for each type of admission. Research staff analyzed case and sentencing data from the Administrative Office of the District Attorneys, using data on sentencing activity to fill in gaps in the prison admissions data, primarily for admissions to prison for probation violators.
During this month, research staff also worked with the Administrative Office of the District Attorneys and the New Mexico Sentencing Commission to make sure that data files were analyzed correctly and to discuss gaps in the data. Additionally, research staff developed slides summarizing the results of data analysis for the second working group presentation held on January 31.
