This is the third in a 4-part webinar series on defining, implementing, and managing a cold case unit. Building off of the past two webinars, “What is a Cold Case and How They are Solved?” and “Forming a Cold Case Unit and Managing Expectations” seasoned investigator, Jason Moran will discuss cold case solvability and present different scientific techniques and tools that officers at all levels should be aware of and can apply to cold case investigations. This webinar will focus on the application of the solvability matrix and include a presentation of different sciences that can be used in investigations including but not limited to DNA/CODIS.

This webinar is intended for law enforcement seeking to increase their understanding of cold case investigations and improving cold case investigative outcomes.

About the Speaker: Jason Moran is the President of JEMM Consulting, LLC, which provides consulting and training services to individuals, businesses/associations, and government bodies on various law enforcement subfields including: missing/unidentified persons, death investigations, human identification, cold or long-term cases, and death care industry incidents. Jason is also a member of the Cook County Sheriff’s Office where he has served for twenty (20) years. He currently holds the rank of Sergeant of Police. In that role, he leads the Forensic Services Initiative which is responsible for the investigation of human identification cases, complex deaths, cold missing person and homicide cases, and death care industry incidents. Jason has made local and national headlines for leading major investigations and closing several high-profile cold cases. Among these are the Chicago Burr Oak Cemetery Case, the probe into the Cook County Medical Examiner’s Office, and the identification of two (2) of the victims of the serial killer John Wayne Gacy.

Intended Audience: All law enforcement agencies seeking to increase their understanding of cold case investigations and improving cold case investigative outcomes.
