Priority Area: Ensure the long-term sustainability of Justice Reinvestment in Rhode Island
Background: H5128 requires the Rhode Island Department of Corrections (RIDOC), in conjunction with the Office of Performance Management, to monitor the implementation of justice reinvestment policies from 2017-2022.
Update: In September, CSG Justice Center staff worked with staff at the Rhode Island Department of Corrections (RIDOC) to finalize their category 2 request for JRI subaward funding. CSG Justice Center staff facilitated the Probation and Reentry, Diversion Program, and Data Collection and Monitoring subcommittee calls on September 25, helping the committees to update workplans, nominate committee leads, and identify next steps in preparation for the next Executive Oversight Council meeting on November 14.
Priority Area: Collect and analyze data related to the Justice Reinvestment Initiative
Background: H5128 requires that RIDOC, in conjunction with the Office of Performance Management, conduct data monitoring regarding the implementation of justice reinvestment policies from 2017-2022.
Update: CSG Justice Center staff facilitated the Data Collection and Monitoring subcommittee phone call in September where staff from RIDOC, the Statistical Analysis Center (SAC), the Office of Performance Management (OPM), and the Courts discussed the steps necessary for creating a criminal justice data dashboard for the state, including hiring a position at the SAC to oversee the dashboard, acquiring a Tableau license, and determining which data should be included on the dashboard.
RIDOC staff continued submitting data for the data tracking spreadsheet in September.
Priority Area: Strengthen probation and parole supervision practices
Background: Starting in August 2016, CSG Justice Center staff helped Probation and Parole (P&P) staff at RIDOC develop a 3-year strategic plan to expand the use of assessments/case planning in probation, create and implement sanctions/incentives for use in probation, and create and implement sanctions/incentives for use in parole and provide appropriate training to staff. H5065 requires the adoption of evidence-based probation and parole supervision systems, several of which are included in the P&P strategic plan.
Update: CSG Justice Center staff facilitated the Probation and Reentry subcommittee phone call in September, where committee members were updated on the progress of the Probation and Parole Strategic Plan and early termination, and discussed next steps for providing updates at the Executive Oversight Council meeting in November.
