Priority Area: Ensure the long-term sustainability of Justice Reinvestment in Rhode Island
Background: H5128 requires the Rhode Island Department of Corrections (RIDOC), in conjunction with the Office of Performance Management, to monitor the implementation of justice reinvestment policies from 2017-2022.

Update: In August, CSG Justice Center staff continued working with RIDOC staff and the Governor’s office to finalize the category 2 subaward grant application. The Executive Oversight Council met twice in August to approve the subaward priorities established by the subcommittees and review the subaward application materials.
Next Steps:
• The Executive Oversight Council will meet again in November to receive updates on the subaward application, the status of the JRI coordinator, and the progress of the subcommittees. CSG Justice Center staff will continue providing support and guidance to staff at RIDOC and the Governor’s office as they draft the category 2 JRI subaward application, due September 8th.
New Insights:
• The Executive Oversight Council has identified a need for an assessment of batterers intervention programs (BIP) available in the state. CSG Justice Center has staff expertise to provide an assessment and will coordinate with stakeholders in Rhode Island to determine the requirements for providing this assistance to the state.

Priority Area: Collect and analyze data related to the Justice Reinvestment Initiative
Background: H5128 requires that RIDOC, in conjunction with the Office of Performance Management, conduct data monitoring regarding the implementation of justice reinvestment policies from 2017-2022.

Update: The Data Collection and Monitoring subcommittee met again by phone in August to finalize subaward funding priorities for presentation to the Executive Oversight Council. CSG Justice Center staff joined the meeting to provide support and answer questions regarding data collection requirements and the subaward grant.
RIDOC staff continued submitting data for the data tracking spreadsheet in August.
Next Steps:
• Justice Center staff will continue working with RIDOC and the courts to facilitate the data monitoring required in the JRI legislation, and as a part of JRI technical assistance.

Priority Area: Strengthen probation and parole supervision practices
Background: Starting in August 2016, CSG Justice Center staff helped Probation and Parole (P&P) staff at RIDOC develop a 3-year strategic plan to expand the use of assessments/case planning in probation, create and implement sanctions/incentives for use in probation, and create and implement sanctions/incentives for use in parole and provide appropriate training to staff. H5065 requires the adoption of evidence-based probation and parole supervision systems, several of which are included in the P&P strategic plan.

Update: The Probation and Reentry subcommittee met again in August to finalize subaward funding priorities for presentation to the Executive Oversight Council.
The Recidivism Reduction subcommittee met again in August to finalize subaward funding priorities for presentation to the Executive Oversight Council, and begin discussing the steps necessary for moving the Cognitive Behavioral Therapy (CBT) program back into a community setting.

Next Steps:
• CSG Justice Center staff will continue working with RIDOC P&P staff to support the implementation of the strategic plan. CSG Justice Center staff will continue to work with RIDOC and the Public Defender’s office to establish a process for administering cognitive behavioral therapy (CBT) to eligible individuals on probation in the community. This will be a key issue for the Recidivism Reduction subcommittee. Many of the priorities identified by the Probation and Reentry subcommittee mirrored those laid out in the Parole and Probation three-year strategic plan. RIDOC Parole and Probation staff will continue to work towards the implementation of the strategic plan and to implement evidence-based practices in supervision.
