As part of strategic planning training and technical assistance delivered by NCJA under the Strategic Planning TTA Project for the Kansas Governor's Grant Office (KGGO), the NCJA Project Manager participated by phone in a stakeholder meeting held on January 30, 2018. Other participants included Kansas JAG Program Manager and SAA staff, as well as representatives from courts, Division of Criminal Investigations, the Attorney General's Office, and victims services within the Department of Corrections. The SAA staff presented information about the agency's previous strategic plan and planing process, data from a 2014 stakeholder survey on which the NCJA and KS SAA collaborated, and an overview of priorities adopted since. NCJA staff also discussed new JFAA requirements for the FY19 Byrne JAG solicitations, the impact on the SAA and the JAG planning process, and resources and training available to the SAA under the NCJA Strategic Planning TTA Program to guide them through the development of their new strategic plan.
During the meeting, staff from the state's Division of Criminal Investigation presented their 2016 crime statistics report based on NIBRS and UCR data collection. Approximately nine law enforcement agencies are still reporting UCR and have not yet reached NIBRS implementation. Kansas has not been certified fully NIBRS compliant by the FBI. Crime trneds showed a significant increase in homicide and robbery in MIP (population > 100,000) areas. After the meeting, the NCJA would review public comment and timelines, and provide draft the a timeline for the SAA. Finally, the NCJA staff and KS SAA had worked prior to the meeting to develop the questionnaire to be turned into a new online JAG stakeholder survey. Participants at the stakeholder meeting reviewed the survey instrument and following the meeting, would work with the NCJA to refine the final version and build the online survey, to be distributed by KS staff and the data analyzed by the NCJA staff.
