In December, the Vera team moved towards completing analysis of administrative data, institutional policies, and focus group data to advance towards generating a comprehensive set of findings and recommendations for reducing the use of segregation in the Louisiana prison system. Vera is scheduled to present findings and recommendations to LADOC leadership on Feburary 8th. Vera will preliminarily have a phone meeting with Chief of Operations Seth Smith and Secretary James LeBlanc to share the department-wide presentation and provide leadership with an opportunity to discuss any concerns in advance of presenting the findings and recommendations to the rest of LADOC. Vera has been working internally to devise a strategy for the implementation phase of the project that will engage LADOC leadership and other key stakeholders in these discussions. Vera met with Andrea Armstrong, a New Orleans-based professor at Loyola Law School and expert on prison conditions and oversight, to obtain additional insights into the prospects of reform given the current correctional landscape. Particularly, Vera obtained valuable guidance from Professor Armstrong on strategies for addressing a significant gap in the project’s analysis: the lack of data and resources necessary to quantify prevalence of segregation among people sentenced to state prison time but incarcerated in local parish jails. Professor Armstrong also provided Vera with insights into preliminary ideas for the implementation phase with LADOC.
