On September 29, 2018 the North Dakota SAA contacted the NCJA to request information about the statewide planning TTA program as well as local need. A conference call was held with the SA partner on October 19. The NCA also provided a link to a webinar training on strategic planning hosted by the NCJA, as well as information about the new federal revisions to the JAG statute. Followup was made by email on November 26 to discuss progress. Outreach was made to the SAA on December 11, where the NCJA learned that they were working to identify stakeholders.
On February 14, 2018, the NCJA Project Manager discussed next steps with the ND SAA. The SAA posed several questions: 1) whether the U.S. code 10153 6A list of representatives for the statewide plan to be designed in consultation means the state would have to have reps from each of those areas on their “committee"; 2) whether the NCJA could share contacts from other states in order to get a sense of planning timelines in use in other jurisdictions; 3) where the SAA needs to be at in the process to start receiving assistance; and 4) whether there is still a training scheduled for April. The NCJA Project Manager reviewed these questions and provided guidance, and also provided sample stakeholder survey and sample timeline for strategic planning.
In late February, the NCJA Project Manager and ND SAA staff discussed the draft timeline as provided earlier and responded to questions about collection of data prior to beginning planning efforts with stakeholders. Examples of data that were discussed included NIBRS, victims, youth court, prosecution, correction/incarceration and re-entry data, and behavioral health/crisis data.
The ND SAA was formally invited to attend (and did attend) regional strategic planning trainings held in Tampa on April 24-25, 2018 Ft. Worth on July 25-26, 2018 Minneapolis on September 24-25, 2018 and Newington, CT on May 14-15, 2019.
Accounting Manager, Ann Scott, submitted the online TTA request form on January 23, 2019. Scott requested assistance with developing a stakeholder survey and analyzing data, the esablishment and and continued need for a JAG Strategy Committee, and identifying goals, objectives and priorities. Scott also cited possible need for assistance with educating office officials on the overall goal of the JAG strategy. The ND SAA is seeking onsite facilitation in February, 2019, and included a copy of the state's existing strategic plan with this request.
A conference call was held on February 4, 2019 to discuss plans for an onsite meeting. The SAA had just closed their stakeholder survey, but needed help identifying stakeholders to bring to the table. The agency received 130 responses to its JAG stakeholder survey, but had no representation from juvenile justice, behavioral health, education or social services. ND does not have a centralize location for data/information sharing in the state and needs help navigating how to figure how to share information between agencies regarding who is applying for what grants. The SAA is going to send us survey results and draft strategic planning timeline.
On February 13, 2019 the teams had a conference call to discuss moving back the date for the onsite planning. The teams also discussed next steps and the NCJA would review and do a comparison of 2014 plan with current survey, crime and NIBRS data. The SAA provided a copy of their draft stategic planning timeline to NCJA on March 1. On this date the teams held a conference call to review data analysis/need assessment between the 2008 and 2018 survey datam, with the discussion concluding with plans for the SAA to review NIBRS data and do comparison between survey results and data trends.
