The NCJA initially provided the New Mexico Department of Public Safety (the NM SAA) information about the Byrne JAG Strategic Planning TTA Program at the Institute and Criminal Justice on December 22, 2017 when it interviewed the SAA about the state's Byrne JAG investments as part of the NCJA's biennial survey of Byrne JAG investments. During these interviews, NCJA discussed training and technical assistance options available under the TTA program to help states meet new Byrne JAG strategic planning requirements.
The New Mexico Department of Public Safety submitted two online TTA request forms. The first was submitted by the DPS Director on December 26, 2017. The state currently had a strategic plan for Byrne JAG funding, but want to ensure that this plan is adequately meeting sate need, and complies with requirements under Byrne JAG. The SAA expressed an interest in onsite facilitation, trainings with peers, and in-person training for their staff and stakeholders, as well as online learning, phone and email support, and receipt of reference materials and tools to guide in the planning process. We followed up that day asking to schedule a brief conference call to discuss need and identify next steps. The NCJA reached out again on January 26, 2018 to determine the status of the TTA request and to request a conference call to discuss state need.
The NCJA had difficult reaching the initial contact on the request form and on April 9, 2018, followed-up with the new SAA direct, providing a copy of the initial TTA request the state submitted in December, general information about the Strategic Planning TTA Program, and an invitation to upcoming two-day regional strategic planning trainings to be held in 2018: in Tampa, Florida in April, in Ft. Worth, Texas in July, and in Minneapolis, Minnesota in September.
The NM SAA submitted a new email inquiry about TTA on April 24, 2018, and asked for information about the new 2019 Byrne JAG requirements, opportunities available under the TTA program, and ways the SAA can access resources. These regional trainings are designed to help SAAs meet the new strategic planning requirements that will be part of the FY19 Byrne Justice Assistance Grant applications. The agenda and content for this training is targeted to those SAAs with limited experience in strategic planning, though experienced SAAs are welcome to attend, share their expertise and engage in the training. On May 7, the NCJA spoke with the SAA to schedule a teleconference with the NM SAA team and discussed immediate needs and long term planning strategy.
NM SAA stafff attended the regional statewide planning trainings held in Tampa, FL and Ft. Worth, TX in 2018. The purpose of this training was to provide SAAs with hands-on TTA on the elements of effective strategic planning, data analysis for policy and program evaluation, implementation of evidence-based practices, and coordination with other components of the criminal and juvenile justice system in order to meet the FY2019 requirement of a comprehensive statewide strategic plan as detailed in the Justice for All Reauthorization Act.
On June 13, 2019, the TTA Project Manager had a planning call with the NM SAA. They have done limited work on their JAG strategic plan and requested that we review what they have against the new criteria and provide input to necessary additions/revisions.
Staff attended the regional strategic planning workshop held in December in Santa Fe, NM. New program managers have been assigned and the SAA is working through the transition of information from former staff. Responded to questions about the onsite facilitation provided in June 2018 and clarified guidance on elements of stakeholder engagement per the JFARA guidance and Byrne JAG solicitation.
