TTA was initiated by the Kansas on September 20, 2017. The NCJA staff and SAA teams discussed local need, resources, and training and technical assistance available under the NCJA Strategic Planning TTA Program to help states meet new JFAA requirements for FY19. The teams also discussed the development of a stakeholder survey to assess priority issues (the NCJA had worked previously with the KS SAA to create, administer and analyze a stakeholder survey). The questionnaire was updated to include the Mental Health Purpose Area (added to the Byrne JAG solicitation in FY17). Work on the survey initially began in late October. The NCJA staff provided feedback on survey content, and created a 26-question online survey in Survey Monkey. A summary report was delivered in June, 2019. Follow-up was my by email on November 26, 2017 and again on January 3, 2018 to determine progress during an interview that the NCJA conducted as with the SAA as part of its biennial study of Byrne JAG investments. Following the interview, the NCJA again provided information about training and technical assistance options available to SAAs under the Byrne JAG Strategic Planning.

A new sample survey was created for at a January 30 meeting with system stakeholders, which the NCJA Program Manager joined by phone. The Program Manager also discussed the TTA program, distributed a one-pager with complete information about the program. Meeting participants participants included JAG program manager and SAA staff, as well as representatives from courts, division of criminal investigations, attorney general's office, and victims services w/in corrections. SAA staff presented information on the previous strategic planning process, data from 2014 stakeholder survey and overview of priorities adopted. NCJA staff presented an overview of the new JFAA requirements, impacts to the SAA and the JAG planning process, and an overveiw of resources available under this TTA program to include regional training events, NCJA forum workshops, webinars, newsletter, sample survey and data analysis, planning checklist, onsite and remote TTA support. The KS Division of Criminal Investigation staff presented crime statistics report (2016) from NIBRS and UCR data collection. Approximately 9 LEAs are still reporting UCR and have not reached NIBRS implementation. The state of kansas has not been certified fully NIBRS compliant by the FBI. The call also included a discussion of crime trends, reflecting a significant increase in homicide and robbery in MIP (population > 100,000) areas. In follow-up, the NCJA would review public comment and review timelines and provide draft timeline to SAA. The planning team will review draft survey instrument provided by NCJA.

The SAA was notified by NCJA staff on April 6 about three two-day regional strategic plannings to be hosted in 2018: one in Tampa, Florida in April, one in Ft. Worth, Texas in July, and one in Minneapolis, Minnesota in September. The purpose of these trainings was to provide SAAs with hands-on TTA on the elements of effective strategic planning, data analysis for policy and program evaluation, implementation of evidence-based practices, and coordination with other components of the criminal and juvenile justice system in order to meet the FY2019 requirement of a comprehensive statewide strategic plan as detailed in the Justice for All Reauthorization Act (JFARA). (The Kansas SAA attended the Tampa training, held April 26-27, 2018).

Work on the new stakeholder survey began in late July, 2018. The NCJA worked with the Kansas team to develop a 26-question online survey to gather information from justice system stakeholders about most pressing needs in the state. As part of this engagement strategy, the KGGO sought input from traditional and non-traditional partners across the state related to: identifying the most challenging issues within the eight JAG Federal Purpose Areas; prioritizing JAG funding by Federal Purpose Area; identifying technology and information sharing needs; and applying for JAG funding.

Working with the NCJA, KGGO staff a 26-question online survey, which was distributed to KGGO’s stakeholder groups through the KGGO listserv, professional coalitions, and through individual email messages. The survey opened on October 1 and closed December 15, 2018 with 921 responses from around the state and across all elements of the justice system, including: law enforcement; courts; prosecution; defense; corrections; victims services and assistance; social services, behavioral health; education and youth programs; juvenile justice; and other system actors such as child advocacy, academia, juvenile justice, intake, healthcare, and forensics. A summary report was delivered in January, 2019 in preparation for the Topeka planning workshop.

The NCJA analyzed the data and provided a summary of findings to the KS SAA. Analysis focused on finding consensus around the federal Byrne JAG purpose areas in greatest need of limited funds, determining which initiatives in each purpose area were viewed as most critical to Kansas’s state and local criminal justice systems, and prioritizing initiatives within these priority areas. The final report was completed on January 28, 2019.

An onsite onsite facilitation of strategic planning workgroup was held January 22, 2019 in Topeka, Kansas. The meeting included discussion and review of stakeholder survey and development of priorities for inclusion in 2019 state plan. Next steps included development of defined outcome measures for specific priorities and evidence based programs selected. The TTA Project Manager contacted the KS SAA team on February 4, 2019 to discuss outreach regarding stakeholder survey results and the scheduling of SWOT conference call. Notes from the onsite meeting, as well as copies of meeting powerpoint presentations from NCJA, SEARCH and NGA, were delivered on February 21, 2019.
