Montgomery County needed assistance planning a diversion program for victims of human trafficking. During this reporting period, Center staff began working with the Montgomery County District Attorney’s Office to plan and implement a new prosecutor-led diversion program oriented around vulnerable young offenders at-risk of sexual exploitation and human trafficking.
To begin, the Center is conducting a virtual needs assessment by exploring background information regarding the current system process and services available to young offenders at-risk of being trafficked in Montgomery County, TX. Phone interviews are being conducted with local law enforcement, prosecutors, defense attorneys, judges and court staff, community-based service providers, and victim service agencies. The interviews are a series of interactive conversations focused on the problems associated with sex trafficking in Montgomery County and what the District Attorney’s Office can do to increase capacity to address sex trafficking. To date, four interviews have been conducted and four more are pending. Once all interviews have been completed, the Center will synthesize the findings and draft a report summarizing the current system’s assets and needs, and offering recommendations for reform.
In addition, the Center participated (by phone) in an initial stakeholder meeting on September 19th to introduce stakeholders to the project and begin generating ideas for the new diversion project, set to launch in early 2018.

Working with the jurisdiction, the training and technical assistance team was able to assist the jurisdiction in developing Project Avert (Assisting Victims Escape & Resist Trafficking), a new prosecutor-led, pre-trial diversion program for young offenders both at-risk and currently experiencing sexual exploitation.
