The NRTAC is providing ongoing TTA to the Kansas City CGIC to further develop and improve their CGIC. This site was identified by BJA to receive specific assistance from the NRTAC. The NRTAC conducted a site visit, has drafted recommendations, and has developed a process map for improvement related to each step of the model 7-step CGIC workflow. The NRTAC works with the Kansas City CGIC to offer guidance as they implement the recommendations and identify any specific TTA they need to improve their CGIC.

Team conducted calls with the site POC to gain background knowledge of the agency, their CGIC partners and CGIC processes. PF worked closely with the site POC to schedule the onsite visit, identify pertinent individuals to interview, and coordinate travel for team members.
The NRTAC team lead, in addition to SME Mark Kraft (Ret. ATF) and Kristine Hamann (PCE) conducted a site visit at the CGIC facilities in Kansas City, Missouri. NRTAC team members interviewed all components involved with the CGIC to gain a better understanding of the CGIC process, from the time ballistic evidence hits the ground to the time of prosecution and agency feedback, to allow us to do a gap analysis between the DC and Denver process models. The NRTAC interviewed ATF, lab, research, and PD investigators. These visits laid the groundwork for developing the site process map and recommendations.
The NRTAC project team developed draft recommendations for the CGIC under each step of the model CGIC 7 step model process, in order to improve efficiencies and investigative/prosecutorial outcomes. The NRTAC created a draft flowchart of the CGIC workflow, from the time officers recover shell casings or firearms, to the time of prosecution and agency feedback, so that the CGIC could see their workflow within the context of the 7 step model.
The NRTAC team lead, in addition to SME Mark Kraft (Ret. ATF) and Kristine Hamann (PCE) conducted a follow up site visit at the Kansas City CGIC. NRTAC team members presented the recommendations developed as a result of the first site visit. Recommendations focused on improving the CGIC process, from the time ballistic evidence hits the ground to the time of prosecution and agency feedback. Members of the CGIC including ATF, police, prosecutors, and researchers attended the recommendations presentation in addition to virtual attendees including BJA. During this visit, the recommendations and process map documents were confirmed to be final and accurate of process by the site.
