The Terrorist Screening Center (TSC) is responsible for the management and operation of the Terrorist Screening Database, commonly known as “the watchlist.” The watchlist is a single database that contains sensitive national security and law enforcement information concerning the identities of those who are known or reasonably suspected of being involved in terrorist activities. The TSC uses the watchlist to support front-line screening agencies in positively identifying known or suspected terrorists who are attempting to obtain visas, enter the country, board an aircraft, or engage in other activities. When state or local law enforcement encounters an individual suspected of criminal activity, a routine search through internal and national databases, including the TSC watchlist, is performed. If the subject is on the watchlist, law enforcement conducting the search will receive a notification. In addition, the fusion center in the area of responsibility will receive a notification that an encounter occurred. Following an encounter notification, the processes used by fusion centers across the country to identify, compile, and present additional information of value based on the subject varies by location. This task team, led by the TSC in collaboration with the National Fusion Center Association (NFCA), will design a model template and checklist for conducting an encounter workup.

By submitting this application to BJA NTTAC, I understand that upon approval of this application for TTA, the requestor agrees to keep BJA NTTAC informed of any circumstances that may impact the delivery of the TTA, including changes in the date of the event, event cancellation, or difficulties communicating with the assigned TTA provider.
